The CDP has not been around all that long as it was developed in the mid-1950s by Lee Rather, a Chicago businessman who was seeking a tax shelter. He purchased 18,000 acres of land and placed cattle on the land naming it Lucky Lee Ranch. True development did not begin until 1954 by a partner of Rather’s Gerald Gould.
